Sewage Procedures for Delaware Township

The following is a step-by-step list of Delaware Township's Sewage Procedures, fees, and other notes that may assist you in understanding the regulations involved.

  1. Applications may be obtained at the Township Office Monday through Friday, 8:30-3:00, or by mail. Checks are payable to Delaware Township.
  2. The Township requires a Sewage and, if applicable, a Well application, Trespass Waiver, recorded property Deed, Tax bill or an Agreement of Sale, and proper fee. Once these forms have been submitted, testing may begin.
  3. The first test involved is the “Soil Probe”, or Backhoe Pit, which consists of a hole being dug and the SEO “reading” the soil profile, to determine the amount of usable soil at your proposed sewage site, and the type of system to install. Often, more that one pit must be dug. It is recommended that you hire an excavator to dig the pit.
  4. Following a successful soil probe, a percolation test must be performed. This test is designed to measure the rate that the soil can absorb the effluent. The percolation rate determines the size of the absorption area. The absorption bed will be located over a set of six perc holes.
  5. Once the testing is successfully completed, a site plan and design of the septic system must be submitted. Due to the complexities of most systems, the design must be completed by a State licensed SEO.
  6. Submit four (4) copies of the site plans and system design. Upon approval by the SEO, a permit will be issued. The permit is valid for three (3) years, but may be suspended or revoked, should the conditions under which it was issued change.
  7. Should either the soil probe or the percolation test fail, a permit will not be issued. Upon written request, half of the application fee will be refunded. You are required to submit the completed application to receive the refund. Application of the refund must be made within thirty (30) days of your notification of test failure.
  8. When hiring a contractor to install your septic system, be sure that (s)he is familiar with the construction of your system type. If the contractor is not familiar with the construction of your system type, or has questions concerning its construction, (s)he should contact the SEO for instructions. If the system does not conform with the plans, or it is not located as per the site plan, the permit will be revoked. Both the septic system and the structure it was meant to serve must be started prior to the permit's expiration.
  9. Inspections will be made during the construction of the system. No part of the system may be covered without the approval of the SEO. If the system requires sand slips attesting to DEP requirements, they must be submitted to the SEO before the system may be covered.
  10. When permission to cover is granted, the system should be completed and covered. When your contractor is finished, a final inspection must be requested IN WRITING. In order to pass final inspection, your system must be totally complete, seeded with grass and covered with hay. Systems with pumps must have their electrical wiring completed and an alarm system operational. The alarm box must be in an approved location. After final inspection is approved, your system is deemed “complete”.
  11. Once your system has passed final inspection, the sewage portion of the Certificate of Occupancy will be signed. However, the Certificate of Occupancy is issued by the Zoning Officer, and occupancy of any structure prior to its issuance is unlawful, and will not be permitted. Avoid problems: If your builder has informed you of job completion, consult the Township Office, to verify that your Certificate of Occupancy has been issued.
  12. Once your system is completed, no alterations may be made without the SEO’s approval. Permits are required prior to altering the system. Any malfunctions of the system should be reported immediately to the SEO.

Individual Water Supply and Sewage Disposal System Fees
Sewage Permit: $400 fee.
Well Permit: $60-75 fee.
Sewage / Well Permit: $475; signed and dated applications; trespass waiver; copy of the plot plan showing isolation distance from any surrounding septic and well; copy of recorded deed, tax bill or an agreement of sale; four (4) copies of sewage design.
Central Sewage: $200 fee; signed and dated application; letter from the sewage disposal plant with connection number; trespass waiver; if applicable, Well Permit.
Reissue: Contact SEO
Septic Tank / Holding Tank: $60-100.
Septic Tank / Holding Tank Fields: $150-200.
Septic System Repair: For septic tank replacement, application stating repair and tank replacement; $100 fee. For all other repair info and fees, contact SEO.
Portable Toilets: Signed and dated application; maintenance contract; $25 for the first three (3) days, $50 for up to six (6) months thereafter.
Commercial System: Under 800 gpd $400; 800 gpd to 1800 gpd - $600; for each additional 1000 gpd - $200.
